As a UK player who seldom leaves the country, I'm unlikely to be playing in ABT events. I also have never fancied playing doubles (particularly without clocks). I nonetheless offer one thought:

A quarter minute of totally free, untaxed time per move is the absolute maximum that any format should have! (With the proviso of TD possibly lengthening for a disabled player.) Increase the reserve if you must, but don't give any more than 15s delay. (I'm aware that 18/2.5 for is already the standard, in doubles, for one US organisation.)

Personally, I think I might find doubles almost as excruciating - against some players, anyway - with an 18s delay as with no TC at all.
