To specifically answer the question about Win7 or Win8.1 on a system. Win7 gives a closer experience to Windows XP. Win7's end of extended support is Spring of 2020, Win8 is in 2023. I have a suspicion that like XP, Win7's extended support period will probably be lengthened. As Keene mentioned if for some reason you get a Win8/Win8.1 system that you prefer being more like (but not exactly) like XP then the link to Classic Shell that Keene provided may be of benefit.
