I agree with your point about losing on time. With bots, this is virtually impossible because they are programmed not to squander equity or "pawns" away. In chess the evaluation is given in terms of numbers of pawns, sometimes less than 1.0.

Now, for an inane question: Since losing on time is such a "blunder", should that be taken into account when calculating a player's PR in a match? His Elo rating would definitely be affected.
