I'm not 100% sure, but to me it is not such a surprise. When XG analyses this position in 1-ply it might think there is no need to double, so it doesnt. Now it looks forward into the game tree. There will again be situation where it thinks there is no need to double, and thus won't do it. For both players. At some point, this judgement might simply be wrong. And it might be wrong at a point where the opponent has to move. Thus, when XG looks into the tree, it does not double for the opponent, even if it should. Looking further ahead in the plies, the opponent lost equity due to her missed double. And thus, the player gained equity. The player can only gain this (wrong) equity by not doubling.

This applies also to Rollouts. And there are some other, similar situations where XG will gain some false equity for the player.

Of course, game theoretically this is wrong. But as others said, to see this you have to apply logic, which XG can't.
