Thanks a lot for this article, Phil. It motivated me to organize a tournament which I wanted to organize for years, but never quite started to do so. Now I did: 6 rounds swiss system, 10 EUR entry fee, counting towards German rating list. Six tournaments are planned per year. 17 Participants announced already their comming to the first tournament in March. Many of them have up to now not shown up to any of the other "normal" local tournaments in the area. There is a website (in German).
