This has, to some degree, been done. Howard's Chicago tournament used timed rounds and Howard would declare a stop time. There is some potential for strange behavior. If the end is coming and I am ahead by enough, I should never rewhip a cube. If I am behind, double at the first chance. What about playing for quick blitzes or long backgames to take advantage of the clock? Not there is anything wrong with these strategies. You just have to acknowledge that with this format you will be encouraging them.
