On point (5) perhaps each ballot could be compared somehow with the average overall ballot to sum the differences on each place score (using square roots of the squares so that positive and negative errors don't cancel each other out). From this or some similar "difference" parameter, averages and standard deviations could be calculated allowing outliers to be determined. As an alternative to a standard deviation calculation, a simpler percentile profile might suffice.

Some adjustment would need to made for the "second place" effect on players ballots, perhaps by shunting up from positions 3-32. The issue of the weighting of votes for the average profile also needs to be considered.

These are only my initial thoughts on how the problem might be approached. A key issue would seem to be how one measures the degree of difference between the "atypical" ballot" and any individual ballot.
