This is a situation where players misuse "duplication".

Duplication has to involve 2 different things your opponent actually wants to do. No one would want to play 10/8* breaking the 10 pt with a 2 (or they might do it anyway, but that doesn't mean it is a good play).

As for 9/8 vs. 6/5, it's just better distribution, leaves 1 fewer shot, and gets closest to home. Getting closer to home is good because hits like 13 and 16 don't get past and leave return shots (vs. 23 and 26). So best when hit, best when missed, and fewest shots. That makes it clear.
