With race being close, I would release some pips of flexibility from the 17pt., so 17/11. Then 6/5 to dupe 2s and make 31 a bad roll for the opp. 9/8 would aim at both vacant points in our board nicely, but seems to leave too many shots (and shots are costly in an even race).

Another concept would be to slot with 11/4, but that feels too light on the opp's back straggler and keeps two inflexible anchors.

Reg. categorization, it looks like a typical holding game dillema to me. What stops You to put 2 tags on it (or even 3)?
