From the wording on the said Rules, the extra pair are only needed if either player calls for a dice change. If both players state, before the start, that they are happy with just two dice at hand - ie they will not be mixing them at any point - then this doesn't seem to apply. Further, as they are both using them it seems less likely that anyone would want to mix them, particularly if they were transparent precisions, perhaps also serial numbered and certificated, like Novadice. However, in general you are right: two pairs should be at hand.
