I suspect that my proposed PR method will partially or wholly account for this. What do you think?

What is there to account for? Seeking out complex positions for one's own side is, all other things being equal, just not very smart. Some punishment is in order. Actually this is the part I don't like at all about your method, but I don't think it usually matters much. If convergence speed were not an issue, my favorite method would actually be the good old Snowie ER. As it happens, Zare discusses that as well in the article I linked to in my earlier posting.
