Incident reports

I think the EUBGF and UKBGF rule sets both state that all incidents (I assume this means situations where a Director ruling is required) shall be written up and reported to the federation. I actually think this is a good idea as it can serve to create a set of precedents without actually bloating the official rules.

Is this actually being followed, and if so, are the identity of the players involved provided in the reports?
