Excellent idea. Certainly incidents that include questionable rulings, rulings where the rules don't seem to cover it, and of course, incidents with people who behave poorly. If you get enough tournament directors or enough incidents of someone who is often behaving badly, then the Federation would have a reason to at least issue a warning to that person and hopefully nip the problem in the bud, but if it continues, stronger action could be considered. It is much easier to suspend someone or other sanctions if you have a history.
Of course, one thing that must be in place is that the Federation must have some jurisdiction over the tournaments, which is not the case in the US but hopefully will be some day. Since the federation is a democratic organization of the players, it is the players which should be looking out for players' rights relative to being treated fairly and properly by those who run tournaments, and it is the players who should help the TD's police players who are bad actors.
