Neil: WOW we don't agree here. To me if Legal Moves wasn't in effect it is very clear cut that there was no infraction and since Michel didn't stop Steve from rolling again he accepted his illegal move when he rolled again w/out hitting the clock.

There may not have been an infraction of the rules but doesn't a Director have the power stated in Rule 1.1 to make the same ruling here?
