I agree with most of what you say. I would just add that it's quite reasonable to invoke the spirit of legal moves to include at least these two clock irregularities - not hitting the clock when your opponent is closed out, and hitting the clock without rolling after a closed board opens up. I noticed the latter is already specified in some versions of LM.
