When this incident was first reported I had no doubt it was covered by legal moves but as the discussion’s gone on I realize this is far from the universal interpretation. There seems to be a wide variety of opinions on what is required under legal moves, what sanctions should be imposed on players who neglect to hit their clock and what is and isn’t good sportsmanship. To clarify things so we can have consistent decisions for similar situations it seems we need a set of “legal clocks” rules separate from legal moves. Tournaments could implement one, both or neither and of course players could agree among themselves to use the rules if the tournament decided not to. (While the Chicago incident included a clock irregularity which would clearly be covered under the proposed rules I would also include any situations where a player doesn’t realize their clock is running – eg, after doubling or while hunting for a dropped die– even though most agree this wouldn’t be covered under legal moves but this is open to discussion.) My experience has been most players “wouldn’t want to win that way” and even without explicit rules or playing legal moves they still notify their opponents or just hit the clock themselves. But to avoid these types of incidents and hard feelings in the future the rules need to be clarified. Another approach would be to adopt a rule similar to the now widely used “the match can’t end on a dropped cube” rule to say the match can’t end on a clock irregularity - and time should be restored as fairly as possible perhaps with a small procedural time penalty.
