It's my theory (that no one else seems impressed by), that in positions like this, the number of legal moves (for Blue) is so large the bots just can't sort through them to come up with what is really best.

Since every roll of every sequence is evaluated at least on 0-ply, this matters only in very tactical positions where 0-ply will get the wrong answer but 2-ply will get the right answer, but there are enough moves that it doesn't make it past the move filter. I don't think that is the case here since 2-ply is as clueless as 0-ply.

It may also be true that these position types don't come up often enough in the training cycles, so the move weighting just isn't very good.

This is the main problem with the OP, I think.
