ethical question

i was killing some time yesterday and looking back at past ABT results when i came across something interesting. in one of the tourneys from 2008, player A cashed in the open, what is interesting is that i just recently played this same player in 2009 in the advanced division. so here are my questions:

is it ethical for player A (or any player) to step back down and enter a lower division once they have cashed at a higher division?

what (if any) is the TD's role/responsibility in policing the entries they receive?

if i (or anyone else) is standing around just shooting the breeze before the tourney starts and i/you find out that someone has entered a lower division and i/you know they have cashed at a higher one, do i/you have any responsibility to inform the director?
