The system is kind of silly.

In Madison we have a player whose initials are SL. He is not a great player but certainly a very very solid open player. He was always rated in the low-to mid (or even high) 1800s on the old gamesgrid. He was the runner-up at Peoria in 2005 and also was the runner-up in our master's event in Madison in 2006. I know he has won side events on the ABT as well.

He is a clear expert player. He is a player that nobody would be pleased to draw on the ABT. He is clearly better than most open players, including a number that have cashed this year. He regularly contends for our club title, which he disputes with a number of other expert (not quite WC) players. I have played him a bunch of times, and I think my record is something like 3-10.

When I saw him registered for the advanced flight in Lisle this past year, I went to the directors because I thought the Calcutta sheet bore a typo and I thought they would want to correct it. But no, they let him into the advanced division. They said he hadn't cashed in a while.
