Limited Buybacks

Should a tournament with a limited amount of buybacks available sell them on a first available basis? Or should all the players given the opportunity to purchase they buyback and the spots drawn by lot with refunds given to those who did not get a spot?
I'm not sure what would constitute a "limited amount", but clearly it would be an amount where there are more prospective buyers than spots available.
I haven't been to a tournament with buybacks lately but my recollection of Las Vegas is that there would be no delay to the main tournament as long as they buyback matches were completed by the end of the first day of play. Clearly there could be a designated starting time for a buyback round that would allow both sufficient time to complete the original first round and the buyback round.
