Time management can be tricky. A few points:
i) Why would it depend on if it is a first round or finals? Play to win every match.
ii) Often one will know that with some time that a play is amenable to caclulation but also that the differences will be small. Resist overthinking those cases. A good example is running off a gammon with several checkers still outside.
iii) One needs a sense of when one is not really making any more progress. If it is a key play and you are doing a 2 ply count or estimate it may be worth it to continue, progress is being made. Take time to get all the candidates, as Stick often says this is especially true with doubles. If you thnk you have a reference position to compare to that cuold give progress. If you have done all that and still don';t know just chose a play.
iv) If time is very short I think it is worth keeping a running count from the very first roll of the game.
