If your reasoning is that slotting complicates the game and thereby gives you an advantage because you're usually the stronger player, then by the same token it would seem that a weaker player ought to play 21S against you in order to steer away from complications. So as long as there are weaker players out there who know that they are weaker and accept this line of reasoning, you should expect to continue to see 21S played against you.
