Blue wants to make more homeside points (but not the 1- or 2-points). Also, getting rid of the inefficient 12-point is part of the plan.
White wants to make the same points, particularly White's 9- or 10-point as a stepping stone & communication link.
White's board allows him to attack and then bring his checker's around. White wants to improve his homeboard by adding the 5-point. Right now Blue doesn't have much attacking option, with no board.
Blue should think of eight checkers as currently immobile: the two each required to hold the 6-point, 8-point, 11-point, and 18-point. The three spares on the 6-point are for making homeboard points and the other four spares are for making the 9-, 10- and/or 7-points.
And, of course, never forget that gameplans can change with every roll.
