Chouette double taking question

Why not extend this to the case where the captain doesn't double but two others do, and they of course have different places in the team?

Also, what is the reason against cherry picking? Is this a practical decision or a fair play issue or ??

I'm in no way stating an opinion; I just have very limited chouette experience.
