EUBGF headphones rule vs new USBGF rule

Did the committee ask EUBGF rules makers and tournament directors what they feel unreasonable objections include? Responding to Carter you wrote "Are you aware that essentially the same rule has already been adopted in Europe?" but they seem very different to me. It seems that as long as some objection other than I don't like the opponent can be offered that the opponent can prevent the opponent from using headphones and these can include something like "I never allow them since it does not fit my aesthetic view of the game" but my guess is that in Europe a more substantial reason would need to be given. I don't know for sure though and started a thread asking those rules makers and directors to comment.
