A thought experiment

Suppose that a new player has been playing a lot with XG and has gotten really good and now will try tournament play for the first time. The player reads carefully through the 3 page USBGF rules.

Given the lack of ambiguity in the statement "Listening devices for music or noise cancelling are allowed unless the opponent or Director objects" would that person even consider someone saying no headphone use allowed as something that could be objected to? If that player does object to listening devices would he think that a reason even needs to be given?
