A small blunder? Perhaps not technically an oxymoron but it sure has the scent. There is no way making the 4pt is even close to correct regardless of how hard the replies are. Your opponent across the board on average would have to make a blunder himself on the upcoming roll to make it correct. That also assumes that all the replies to 13/7 are easy and people would make no mistakes.
