Who's in charge of the US Clock Rules?

Change the ABT Clock Rules!

Is it true, at least for ABT events, that many directors take as a starting point the rules published at chicagopoint.com? If so, do you know what it would take to have Neil’s proposal written into those rules?

In regard to changing the rules to mandate legal moves, Jeb Horton suggests, “No, it is not something the ABT can do. At least, not unless Bill changes the ABT’s charter, which I seriously doubt will happen.”

I am a little fuzzy on the relationships between these entities. Are Bill, chicagopoint, and the ABT all the same thing? What is in the charter of the ABT that prevents it from changing clock or legal-moves rules?

Backgammon Galore! reports that ABT clock rules were changed this very year.
