Who's in charge of the US Clock Rules?

I know someone will chime in with more information but my understanding is that Bill is the editor of Chicago Point. Bill created the ABT, and I recall it being suggested that he did so with the intention of creating a points system (akin to master points). We know them as ABT points. I gather that there are a minimum set of requirements for a sanctioned ABT event to have these points . What those requirements are I'm not sure, but I gather some basic rules are part of that mix given the nature of discussions I have seen in the past.
