Let me be the first person on this thread to propose specific eligibility requirements:

You may play in the Intermediate Division provided:

  1. You agree not to complain about eligibility of any other player in that division.

Why shouldn't players be able to choose for themselves which division they play in based on how much they can afford and what level of competition they would like to face?
