How much is sandbagging the motivation for creating a new system? Because if that's mostly it, there is little reason to include Open players.

Stellar players like Mochy and Falafel, and super-stellar players like everyone who has beat me, are obviously not sandbaggers if they compete in the Open instead of Intermediate.
