I like the the rules of Mochy's Under 4 club.

They eliminate the element of selective reporting.

You have to state in advance, to Mochy, that a given match will count.

That means there will be no doubt after the match ends, what your intention was. Even if Mochy was not present, there will always be that "smoking e-mail" in his Inbox.
