GPAs are not standardized. SATs and ACTs and similar tests, GMAT GRE LSAT MCAT etc. are all standardized, so it doesn't matter where you went to school for those. GPAs generally operate on a 0.0-4.0 scale. 3.9 is very good (4.0 is perfect) and indicates close to an "A" average in classes taken. It has nothing to do with testing, outside of the tests that were given in those classes. You need to actually take the classes to get a GPA average.

Getting "A's" in classes at Stanford is significantly harder than getting "A's" at CatDog college, so a 3.9 GPA at Stanford is more impressive than a 3.9 GPA from CatDog college.
