I'm guessing you know this is how chess tournaments work, notably rapid events (30 min per player maximum) that are done in a day or weekend. If your game ended early, great, go rest and be back in time for the next round, which you already know when will start. The only difference is that there is no cutting off games at a determined time. Some games can and will go past the expected time, but the idea is that the player knows the minimum time they have left to do their things. You may not know exactly when the next round starts, but you do know it won't be starting before X time. At most the players will be waiting some 10 minutes in the venue, and not be held hostage for an hour by one lone game.
