When to break anchor?

These positions arise quite often, but it seems I still have no clue how to handle them. Do you have a general approach? Or, do you mostly guess, like I do? Although, I am posting this as a problem, I am more interested in knowing how to handle the class of similar positions, and not just this one in particular.
