Do I detect a little tongue-in-cheek in this suggestion? :-)
Deciding to double or not double comes under the normal rules of play and, as such, you are expected to try your best and make a serious effort at maximizing your chances of winning. Deciding ahead of time what you will do, especially in coordination with your opponent, is contrary to this obligation. This is essentially making up your own rules.
The illegal moves rule is a procedure for handling an irregularity. Rules for resolving irregularities are intended to restore the game to as close as what it would have been had the irregularity not occurred, with a possible added a penalty element. It is up to the offended party to decide how to exercise his options under such a rule; there is no moral obligation that prevents you from deciding ahead of time what you will do.
Can you imagine what it would be like if two players decided at the start of a match not to use the doubling cube at all? The match could go on for hours!
