I think the real deficiency here is that OpenCV under Windows doesn't throw any exceptions or report any errors in failing to load a component DLL. I think if that if OpenCV did so it might clue people into what the issue may be.

Well, when you are used to the comfort a typical java library gives to you, OpenCV is a nuisance. ;-) But still, I think it is the best free computer vision library available for java. I even did not find something better to just read a video file...
