Jason, what I offered is option #3 (now phrased more precisely):

(3) Everybody votes. Most votes wins. If there's a tie and if the team captain voted for one of the tied moves, that move is chosen. If captain's vote is not for one of the tied moves, then the move is picked at random among those tied for the first place.

I do agree with you that among options (1) and (2) the first one is better by far. But I also believe (3) above is better than (1).
