Do I understand correctly that if Gary had moved one of the checkers on the 23 point your interpretation says that the position can no longer be corrected?

Yes. If you move a checker that has been set up on the wrong point, I'd call that an illegal play no matter where you move the checker to. If your opponent doesn't notice either and rolls the dice, then the play and the position stand. (And somebody should poke the players, because they are obviously both asleep.)

What if there had been a double given that would not have been given? Am I correct you think that cube action stands?

Cube actions stand whether or not a wrongly set-up position ends being corrected. (The idea is that it is the position that gets fixed, not the players' actions.)
