You suggest optional streaming until the finals. I guess that means that everybody who enters that tournament has automatically agreed to have their matches streamed. I don't imagine anyone forfeiting a final because they don't like the stream.

Why is it hard for the ABT leaders to say that in order for a tournament to count towards the ABT, the tournament must follow the ABT set of rules?

It is impossible to arrange a tournament in Denmark without DBGF sanctioning the tournament. The tournament is not sanctioned if the DBGF rules are not followed. If a tournament is not sanctioned, then the matches will not be rated, and the results will not count anywhere which means that no player would bother to show up.
