To me it is very significant that this was a repeated infraction, not just at this one tournament, but at multiple tournaments, and that he had been repeatedly warned by multiple people. I agree that it would be disproportionate if it were a first offense, or even if it weren't a first offense but he wasn't told that the next offense would result in forfeiture. Neither was the case.

If it really was no big deal, then why did he persist in his behavior after so many warnings? He must have felt that it was making a material difference to his game. He's a top-ten player and the psychological game is extremely important at that level. There's even a possible element of trying to intimidate the opponent by implicitly saying, "I'm a big-shot player and I don't have to play by the rules, unlike insignificant players like you." Certainly the opponent felt distracted. If it's really no big deal then it should be no big deal for him to stop doing it when his opponent complains.
