"the lowest PR in that event would clearly be the best player given the same rolls and conditions for all."
It is extremely not clear to me that this is a good way to choose the best backgammon player. Here are some problems with this approach.
1) In a real match the skill of taking into account the strengths and weaknesses of the players in the match to make a good practical play is important but is completely eliminated in your event.
2) Clock strategy is completely removed. Presumably every player would have the same time per play but in a real match it is part of the skill of how much time to devote to a play.
3) Suppose that a player always open 43 a certain way but the bot thinks that an alternate way is .0001 better. The game progresses that alternate way and the player is suddenly in a game he is not familiar with. He may know every reply to every reply for his preferred opening play. Errors he makes after the alternate play don't really indicate a lower chance of winning a backgammon game for him because he would not be in that position in the first place.
4) Part of playing backgammon is to come up with an strategy for the game. In duplicate backgammon the game progresses along a certain path that is not chosen by the player.
5) Suppose that a player thinks that a position is not a double but the duplicate game doubles it. That player misses out in the chance of making repeating errors. The importance of good cube play is artificially made less important.
6) Bots don't always choose the best play.
