You cannot find any rating list from any kind of sport events or mind sport events which do that according to estimation of some number unknown "experts" or results of any computer programme!

Perhaps, but until very recently college football in the USA was ranked by "knowledgeable" experts. While college football is not one of the biggest sports in the country, it is high on the list. Even now, with a playoff system, college football still uses a preliminary ranking that is not based on any sort of playoff.
