In Response To: Help understanding the right play (storm)

Yes 13/9 11/9 is the play I like most. Black's position is quite inflexible so by blocking him he might have trouble playing his numbers next turn.
Also the fact that he's ahead in the race is a motivation to block his 22 anchor.
