In the rollout of the position as given, 13/7* has a tiny edge (<1%) in both wins and gammon wins over 13/9 11/9, but suffers 3% more gammon losses. If you modify the position a little by putting yellow's anchor on the 4 pt. rather than the 3 pt., then the rollout favors 13/7* by .017 over 13/9 11/9. Apparently blocking yellow's anchor from distance 6 is what gives 13/9 11/9 the edge. Move yellow's anchor back to the 2 pt., and then 13/9 11/9 becomes a huge (.20+) blunder.
