“Since no one is able to run as fast as the ball is kicked a guideline about staying at level of the ball is pretty ridiculous and will almost always result in a bad angle for a shot at goal.” First of all the linesman should be at the same line with the most advanced attacker (we have two linesmen, one of for each side of the field). That way they are able not only to see all the action that the referee cannot see (they see pretty much the same thing from the other side relatively to the referee) but are also in position to judge if the most advanced attacker is in an “offside position” (although the ball may be coming from far away and with high speed as you said) or if the ball has come over the goal post line. Given that almost all shoots and goals happen when the most advanced attacker (although he is not necessarily the one who shoots) is close to the goal-post the linesman should not have a bad angle. In a very rare case where the one who shoots is the most advanced player AND it happens that he is far away from the goal post AND it happens that although he is so far he shoots very well AND the ball follows a strange direction that hits the goal post and then goes out but you have to tell if the ball first passed the line of the goalpost then you MAY be wrong on what you see, but I would still “guestimate” that in that very rare situation the linesman could be correct over 70% of the time. It’s all a matter of position for the linesmen - not speed. I should finally say that in top class football (apart from World Cup where the referees “have” to represent all places on earth…) eg in Champions League mistakes happen not that often as in other sports (eg basketball where I see more mistakes, although maybe not that critical). However there is always another parameter in sports which has to do with intention (some mistakes are not that accidental) that I would not like to delve into.
