In my chouette we do consult. Everyone behaves well and there are no problems. However, all it takes is one ornery person to spoil things for everyone else. So I can see how many chouettes feel driven to non-consultation. I agree with you that it does cut into the fun.
I don't, however, think that the Jacoby rule falls into this category. For a strong player, the Jacoby rule doesn't really change the strategy except in certain very rare situations, and even then I don't think the differences it introduces are particularly interesting from a strategic point of view.
The Jacoby rule exists to cope with the problem of a weak player who is afraid to ever turn the cube. With the Jacoby rule, such a player can eventually be induced to turn the cube when they see that everyone will pass. Without the Jacoby rule, everyone else has to endure the frustration of seeing the player lose gobs of equity by missing double after double after double but occasionally winning a gammon anyway, after a painstakingly long game.
