The director has a committee to rule on eligibility, but may have no time to convene it for walk-ins, so I do understand the question here. There is no way as Director that I'd kick someone into the Open on the say-so of just one tourney participant, who might have some issue with that player. However, I would listen to the complainer and ask a few questions that might make the difference.

I'd first consider how long ago the person cashed in the Open, and what their results have been like after that. If the answer is, they've been gone in straight sets the last few club tourneys they played, or that they haven't played at all, the ethics are quite different than if they've been making a living at the game ever since. A related issue: how many tournaments did they have to play to produce that one win? Surely the percentage of cashes means more than the absolute number of them.

Another question I would ask is what their on-line rating is at servers that use ELO-type systems. What leagues are they in, and how have they done? I would be interested in their Snowie error rates too, but again wouldn't take someone's word for it, which is all I might have on short notice. But maybe not--can the complainer produce a Website on the spot that shows a great match the person played recently?

I know of one case where a director allowed a former club champion and expert to "return to the minors" due to incapacitation and illness. Two of us that knew both him and the director watched the guy play in a head-up game before the tourney started, and concurred with the director's decision. He went for very little in the Calcutta, supporting the director using his discretion in this way.

In general, I like the idea of "director's discretion", even if it does leave a loophole that can be exploited, because I believe the integrity of the majority of directors plus the vigilance of the community will continue to ensure that the good effects outweigh the bad.
