First of all, do you agree with Jason that hand recording is only something appropriate to do on a clock?
If so, you are doing it on your own time and I agree with you that it should be allowed unconditionally (assuming there is no tournament policy allowing opponents to refuse to have their matches recorded).
If on the other hand you believe that you should be allowed to hand record without a clock, I'd have a problem with that as you are doing it on my time, and you are also doing it on the tournament's time which gives the director the right to reject the practice for that reason, regardless of 1.5.
I think that denying hand recording on the basis of 1.5 is ridiculous. I don't feel it violates the true intent of the rule because it is a stretch to claim that recording is likely to have a net positive effect on anyone's playing ability. The better argument against hand recording is that it can be distracting having one's opponent fidgeting with a pen and writing while you are trying to concentrate. And of course, as already stated - that it is somewhat time consuming.
