I think that denying hand recording on the basis of 1.5 is ridiculous. I don't feel it violates the true intent of the rule because it is a stretch to claim that recording is likely to have a net positive effect on anyone's playing ability.
The rule as written is clear and very specific:
Once a match is in progress, players shall not use written, mechanical, or electronic aids except to keep score.
So I disagree that denying hand recording on the basis of 1.5 alone is ridiculous. The "true intent" of the rule is debatable, but its meaning and reach seems crystal clear.
I personally think that it should be modified to allow self-transcriptions under specific circumstances:
1. Transcription should only be allowable under the clock.
2. No marking on the page may reasonably be interpreted by a disinterested expert as anything other than a transcription of a move in the game. A TD would have the authority to scrutinise the transcription and question the transcriber about the details of his notation. Should markings be found that suggest calculations, notes, counts or any other content not relevant to simple transcription, the match should be awarded to the opponent.
